The Michigan Economic Development Corporation prepared a bid to lure a giant Micron Technology factory to Eagle Township, a small rural community of 2,700 people. The MEDC code name for the operation was "Project Copper."
State government, politicians, and bureaucrats worked to pursue Micron for roughly 15 months. During this time no information was made available to the public. The public was kept in the dark about this plan to transform the community with a one-square mile factory that would employ 9,000 people.
Months later in 2023, the Detroit News uncovered that the state offered an unprecedented 50-year Renaissance Zone, allowing the company to avoid virtually all property taxes for a half century. The incentive package also included $4 billion in upfront funding.
The bid documents from September 2022 are being posted for the public to review. For the first time, residents can see many of the details and planning that went into the project, all with no public disclosure. The public did not receive any information until later in 2022.
The following documents have many redactions completed by the MEDC and were disclosed under a Freedom of Information Act request by Eagle residents.
